The focus will be on the provision of housing opportunities to the lower-income groups constituting the bulk of the System's membership. The housing program of the SSS in the New Society is viewed within the overall context of social and economic development and of the complex dimensions of the countyr's housing problem - low levels of income, high cost of land and construction, and absence of liberal financing terms.
